Virginia is the state of interest. Multiple bills in various fields tabled in Virginia state aim to address various health issues. One of the most recent health policies in Virginia is HB680. HB 680, “Medical assistance services; state plan, case management service, individuals severe brain injury,” was introduced to the assembly on 11th January 2022 and passed by the house on 8th February 2022. The Senate passed it on 3rd March 2022, and the governor signed it on 4th 4th August 2022. The bill sponsors are Patrick A. Hope and Rodney T. Willet of the democratic party.

Traumatic brain injuries often result from road traffic accidents and include hematomas, contusions, and diffuse axonal injuries. Their effects vary from minor asymptomatic injuries to significant impacts such as loss of coordination, unconsciousness, and coma. HB680 focuses on medical assistance services. It instructs the Board of Medical Assistance Services to include medical assistance payment for individuals with severe traumatic brain injury case management services. The policy advocates for the medical rights and avoidance of discrimination for individuals with traumatic brain injuries. The bill Amends 32.1-325 code of Virginia and allows the board to implement interventions that ensure quality and safe care delivery to these patients (Openstates, n.d.). It will also initiate cost containment in accordance with the cost appropriation act. The policy also mandates the board to prepare, enact, and enforce regulations necessary to achieve the bill’s requirements.

The policy also allows the board to prepare a benefits card, health insurance benefit card, and other technologies that will enable the patient to execute the prescription claim. The board shall also verify and certify the claims to ensure they are in accordance with federal and state laws. The requirements that conflict with state and federal laws will be suspended and returned for review and amendment or discarded. The director of medical assistance services is mandated to accept or refuse contracts approved by the board (Openstates, n.d.). The board will also submit the amendments to the US department of health for approval. The policy has a significant focus on individuals with traumatic brain injuries. These individuals often suffer interference with daily activities and work and thus suffer major financial setbacks because of the high costs of treating the health condition. The policy is in accordance with the ANA’s 3rd ethical code “The nurse promotes, advocates for, and protects the rights, health, and safety of the patient” (ANA, n.d.).

Nurses are mandated to assess patients. The policy presents the needs of traumatic brain injury and promotes care equity through cost containment, access to prescription claims, and medical services assistance (Openstates, n.d.). An understanding of this policy will help nurses understand and implement interventions that promote better outcomes and increase access to affordable, safe, and quality healthcare services. The policy considers social determinants of health, as identified in eligibility criteria, and excludes a home as a social determinant for accessing healthcare services for individuals with traumatic brain injury. Thus, the policy promotes the roles of nurses as nurse advocates and population health promotion and aligns with the ANA code of ethics in promoting quality, safe, and affordable care.
